Beginning 1 June 2026, the minimum English language requirements under the Accredited Employer Work Visa (AEWV) scheme will be expanded to include ANZSCO and National Occupation List (NOL) Skill Level (SL) 3 roles.
The adjustment represents a major policy expansion, as SL 3 applicants account for approximately half of all AEWV applications, compared to the just 16% of applications previously impacted under skill levels 4 and 5.
Immigration Minister Erica Stanford states that this requirement “ensures workers can fully understand their rights and seamlessly engage with their workplaces and communities”.
This shift also serves as foundational preparation for two new skilled residence pathways launching in August, which will give mid-skilled migrants up to five years to achieve the higher language levels required for residence.

Who Does This Affect?
- Migrants applying for a new Skill Level 3 visa
- This would include those who are currently on a SL 4 or 5 role and moving up to a Skill Level role, or being hired directly into a SL 3 role. For example, moving up from a farm assistant (SL 5) to Herd Manager (SL 3).
- Current Visa Holders (Expiry after 1 Dec 2026)
- If your current visa expires after this date, you will need to meet the new English requirement when applying for a renewal or a new visa.
Exemptions & Transitional Arrangements
If you meet the following, you are exempted from the new rule:

- Current Visa Holders (Expiry on or before 1 Dec 2026)
- If you already hold an AEWV that expires on or before 1 December 2026, you are exempt from the English requirement if you apply for a Level 3 visa.
- Previous English Language Evidence
- Workers who have already provided acceptable English language evidence in a past application will not need to submit it again.
- Current Visa Holders (Expiry on or before 1 Dec 2026)
What This Means for Migrant Workers & Employers
For Migrant Workers
Preparing for a basic IELTS or PTE exam early is crucial if your visa expires after December or if you are submitting a brand-new application after 1 June 2026.
For example, if you are submitting a new application for a Skill Level 3 role (such as a Herd Manager) and haven’t taken your IELTS yet, you will need to do so.
For Employers
If you are recruiting or planning to renew contracts for mid-skilled workers (Level 3), you must factor in English language testing timeframes.
Ensure your prospective hires are booked for tests immediately to avoid processing delays.
English Language Proficiency Options
If you need to complete an English language test, please see the approved options and required scores below:
- IELTS General Test: A score of 4 or higher is required. View IELTS Test Dates & Locations.
- Pearson Test of English (PTE) Academic: A score of 29 or higher is required. Book a PTE Academic Test.
- Occupational English Test (OET): A Grade D or higher is required in each category (Listening, Reading, Writing, and Speaking). Book an OET Test in New Zealand.
Note that: English language results remain valid for 24 months.
